You've all got it wrong. A male cat was being chased by a dog and knocked over a ladder which had a can of white paint on it. The paint spilled onto the cat, from his head down his tail, giving him the appearance of a skunk. When the dog finds the cat, he thinks it's a skunk and runs away yelping. Pepe comes along, sees the striped cat and believes its a female skunk. Then the cartoon goes on from there. There's never any reference to the cat's name. Doesn't anybody remember seeing that cartoon?

to whoever said it was a skunk... no. She was a black cat. She always had some mishap with paint in the toons that gave her a single white stripe which made pepe ASSUME she was a skunk.

It's Penelope. And Steven, she is not a skunk. She accidentally was painted with a paintbrush and it just so happen to be a line down her back which gives her the appearance of a skunk. Hence why Pepe Le Pu is so hyped on catching her.
