What kind of footwears an diabetic neuropathy
patients should wear and from where to procure them?

a diabetic & neuropathy patient must take care of their foots,
i m a footwear technician, so my advise is to wear very soft and flexible footwear's (like moccasins)
try to follow the specifications of a good and comfortable shoe :

upper: should be soft (always prefer leather uppers) bcoz leather has a breathing property, which leads to less sweating and keeps your foot fresh.
  
Interlining / Lining  of uppers : should have some cushioning effect and leather of good quality (which again have Breathing property), it keeps your foot fit and stable.(it also avoid your body from jerks)  

Insole & Socks should be very soft which have some foam with absorbing property.(it also keeps your body safe from jerks)

sole should be flat and also of very soft material (prefer EVA Material,TPU,PU,Rubber)(which feels you comfortable while walking & running)

conclusion: the patient must wear very soft and comfortable footwear's, with correct size and follow above specification it keeps care of your foots from any wound, injuries and jerks.

also consult to doctor for medicated shoes
