why many IT proffessionals have a poor attitude toward Project Cost Management

Most project managers have the poor attitude toward cost management because its difficulty to follow. Money is payed every day for different activities. this need some one who is responsible for tracing every cent we spend during the project and assign it to the appropriate task in order to compare the actual cost with the planned cost. this will cost the salary of that professional, and most organizations try to minimize the cost of human resources, so they do not assign this job to someone, in spite of its importance. also there is no good ready made software for this job to make it easy. A third reason is the number of people who is specialized in this field is small.
