I need to come up with a melody that is in the key for F minor (natural form) and begins on the note of my choice but ends on tonic? I am not sure what this means?

Your melody will end on F.  "Tonic" or "root" notes are the first note of the scale (and the last, considering the octave), so in F minor it is F. In E major it is E.  In C minor, it is C.

So, your F minor melody might start with a C or an Ab, but has to end with an F.

Try playing around with chords from an F minor scale and then maybe splice in a few blue notes from a A flat major pentatonic for some colour.Augmented chord arpeggios are also good for this.
