Could this be rosacea? (My Mom has it) I'm a fair skinned...

Could this be rosacea?  (My Mom has it)
I'm a fair skinned woman in my 40's and lately I've had this small reddish area on the lower part of my nose that seems to just stay there.(If you run your finger across it it will seem to disappear but then come right back again.)
If I go out in the sun sometimes I notice it will get redder.Lastly,when I used my daily moisturizer on it it seemed to get aggravated.(I've never had a problem in the past.)
Again,its the only reddish area on my face(very small)but it is a constant.
Any idea?
