when cleaning my live rock i wash and scrub it in water...

when cleaning my live rock i wash and scrub it in water change water with a kitchen scrubbing brush to return it to its purple color this removes all the green algae but it returns in a few weeks is there anyway to keep it clean so as not to keep disturbing my set up i do regular water changes all the levels are correct but the hair algae keeps returning i use rowaphos and change that every 2 OR 3 months

Hey stupid ass there is no such thing as a live rock.

If you are using tap water, the problem is the phosphates that are added to it.  Excess protiens are also another culprit.  A skimmer could help remove some of the protiens also.  Protiens can result from over feeding.  You didn't really give enough info to diagnose your problem correctly.
