I have a 1992 Chevy S10 Blazer that I had to replace the instrument cluster in.  As soon as I took the old cluster out the tail/brake light came on.  Now that I've put the vehicle back together the lights still will not go off.  I had to pull the bulbs in order to charge the battery.  

I pulled the fuses for both and the lights still stayed on.  I couldn't distinguish which was faulty tail/brake because when I switched the lights on or applied the brake there was no change in the degree if illumination.

The only thing not connected is the fog light switch because the wires came loose (accidently) and I don't know where they go.  I'm almost positive that couldn't have anything to do with tail/brake lamp.  

HELP!!
