I have a 1995 voyager van: the problem is the backup lights...

I have a 1995 voyager van: the problem is the backup lights goes on when it is in drive..The mechanics change the backup relay switch & change all fuses.  Would the problem have anything to do with when they replace my transmission last year?  This is 3rd time in the shop..I finally just taken the backup lights out so I don't get pulled over but I am afraid someone will hit me when I am backing up........Can you please help me?
