For residential construction in Ontario, Canada, is there are minimum height that light switches must be above floor level and must light switches be located in the same room as the lights they control?

I am disabled and have light switches and plugs at three feet from the floor.  Also because of water and Hydro restrictions I have switches and plugs at ceiling level with cords attached for my accessibility.  All my work was done by master electricians and inspected by Ottawa Hydro.  I do not know if there are rules but I do not think there is a lot of control or care from Hydro.  Hope this helps.
