Our nine year old male Shih Tzu lost all of his undercoat...

Our nine year old male Shih Tzu lost all of his undercoat about a year ago after a period of intense itching.  The veterinarian prescribed fish oil caps and antihistamines, and the itching stopped.  However, the undercoat never regrew.  What could have caused this to happen, and is there any way to reverse it?
