Please help !!I applied for B2 visa for my mom to visit us...

Please help !!I applied for B2 visa for my mom to visit us at US.She went for  personal interview twice at Mumbai consulate with perfect documentation ,they just wrote "Attended on 05/28/2003" etc both times on her passport and did not issue her visa.As i already placed perfect documents i am completely lost So now what should I do next to get her to visit us.
