I just got a 7 month old pomeranian that is somewhat paper...

I just got a 7 month old pomeranian that is somewhat paper trained, not completely.  I try taking him outside and he will not do ANYTHING outside. He tinkles in the house even if there is no paper down. I would love to be able to keep him but if I can't train him to go outside it will not be possible, anybody have any advice for me.  I am worried that he is already set in his ways and will not be able to be trained to go outside.  It's not like he is totally paper trained either.  He is the most precious little guy. Any advice greatly appreciated
