The Ritz Carlton in Coconut Grove does.  They even have a dog concierge and and dog-doo bag dispensers around the perimeter of the hotel.  There was an article a couple of months ago in the Miami Herald about all the hotels that cater to pets. you can probably do search at Herald.com.
