I have a 5 year old collie that does the same thing. He rubs his face on the carpet till it bleeds or he gets the allergy shot (which is Depo-Mediol)
Doc Alice says the best thing for him is to go through the allergy testing, but is expensive.

See a dog dermatoligist.  They are worth every penny.  I am glad my dog saw one. Licking paws and chewing are very good signs of alerges.

If your dog is scratching then im sure its to do with its diet. my dog used to eat scraps and tinned meat but now we have this special food that has no wheat or artificial things in it.
I feel bad for having to feed it on this stuff but its for its own good and its a much happier dog now.

My dog has the same problem.  If changing to a strict diet of limited ingredients doesnt help, you can likely rule out food allergies.  Meanwhile, he could be allergic to ANYTHING in the environment, from the carpets you have to everything outside, like my dog, especially grass. My pup gets the shots too, which kinda seem to help Temporarily, and he recommends Atopica, which for some unknown reason seems to work, though is rather expensive... 50/month...  so i havent looked into ordering yet.

I started my cocker spaniel on grape seed extract for the skin and it seems to be working.  Also, I use vinegar and water on her paws and she doesn't bite them as much.
