I HAVE A 1998 PLYMOUTH VOYAGER AND THE AIR BAG RED LIGHT IS...

I HAVE A 1998 PLYMOUTH VOYAGER AND THE AIR BAG RED LIGHT IS ALWAYS ON MY HORN DOES NOT WORK AND NEITHER DOES MY CRUSIE CONTROL.  

IS THIS GOING TO BE EXPENSIVE TO FIX OR CAN IT BE DONE BY SOMEONE OTHER THAN A CHRYSLER DEALERSHIP WHO ALWAYS CHARGE MORE THAN A SMALL GARAGE.
