My '96 Dodge Avenger wears out it's front brake pads very regularly, but the rear brake shoes never wear ?  WHY ?  Could this be the reason why my Avenger seems to take a while to stop after a hard brake ?

FRONT WHEEL DRIVE HAS ALL THE THE WEIGHT ON THE FRONT THAT WHY THE FRONT PADS WEAR MORE.BEFORE YOU START YOUR CAR PUMP YOUR BRAKES GET A HARD PEDAL TURN YOUR KEY ON CRANK YOUR ENGINE THE PEDAL GOES DOWN THE BRAKE BOOSTER IS WORKING IF NOT BOOSTER IS BAD. ALSO CHECK OUT A MANUAL ON TROUBLESHOOTING BRAKE SYSTEMS FOR YOUR CAR

Also, the rotors on the dodge avenger were modeled after the ones on a mitsubishi eclipse.  Since the dodge avenger is heavier than the eclipse, it will significantly increase your stopping distance as well as eat your brakes up quicker in the front.  You may want to invest in a bigger set of rotors for the front of your car to increase your stopping power and to prevent your front end from warping.

I have a 1998 Avenger and have found them to be under braked check the size of the rotor compared to other cars. I installed veined rotors in the front which gets rid of the gasses that build up the pads last longer and the rotors don't warp as fast from heat buildup

Thats true. The front does mess up faster. i have an avenger and the front brakes are mess up. The front wheel makes a noise, and its the brakes. Have to replace all of them. but its cool.

try putting on ceramic pads they are better for stopping and do not wear out as fart and have low dust on the rims. I have a 97 avenger and they work nicely. Never heard of larger rotors?

Try getting the proportioning valve. It is a valve under the master cylinder. It distributes the pressure and if it goes it will cause one side to work harder then others. It could even cause just one tire to do all the work. In my old jeep comanchee I had the same exact problem and it was a part that cost less then $100 and takes maybe an hour to change out. Also when the front brakes do all the stopping it will cause them to get hot which will decrease your stopping ability. You may want to check into it but replacement rotors for my current 98 avenger were about $25-$35 each. And you can get ceramic pads which will help you stop better but they do run hot and have a tendicy to warp the rotors. Or you can just get semi-metallic pads which don't over heat but yet they work very well.
