That cover of "Over the Rainbow" was performed by Israel "IZ" Kamakawiwo'ole who sadly passed away several years ago.

HER BIRTH NAME WAS FRANCES GUM BUT AS SHE BECAME A TEEN SHE CHANGED IT TO JUDY GARLAND.I AM A HUGE FAN MABE THE BIGGEST IN THE WORLD AND I CAN ANSER ANY QUESTION YOU GOT SO BRING IT ON.

Yes it's spelled Kamakawiwo'ole or
Kamakawiwoole. First name "Israel" or "IZ" for short. They have a Memorial web site which provides a Bio on this Hawaiian Music Artists with quite a few news links and you can listen to his song "Somewhere Over the Rainbow" in MP3 or Real Audio linked here:

yes, it was Israel Kamamawiwo'ole with his remarkable mix of two of the most wonderful songs in history, now there are three of them.
