I have a 1999 Chrysler Sebring Convertible. For some reason...

I have a 1999 Chrysler Sebring Convertible.  For some reason when it rains or we have bad weather as we do often in New England there is a fuse that goes.  It seems to be the same fuse all the time number 15, which runs the radio, wipers, signals and power windows.  what's causing this and how can I fix it?
