Do all GFCI receptacles have a 'test' and 'reset' button?  I have two outlets in my garage that are currently not working.  Both are marked with "Protected by Ground Fault Circuit Interruptor", but they do not have the red and black button I would assume to find.  I've flipped every breaker in our box and I can't get these outlets working again.

you have to go to all the GFCIs and make sure that they are working. what the blue sticker means is that it is down the line from a gfci and if the gfi suppling those recptacles is tripped no power will  be present at those recptacles. note unless you have a gfci breaker it wont be the breaker and the breaker wont have anything to do with the powe not present to the recptacles that are not working. make sure all the gfci are working then make sure all your recptacles are working
