Is this a virus when you can't boot up to windows98 and it says boot disk failure insert system disk and hit enter?

generally it's happen not by virus, just a little software damage called crashed operating system. If you have a system disk that ussually made when you install a new windows, use it. If you don't have it, make it with your friend's computer that running windows98 too.
to make system disk:
go to control panel-add and remove program - startup disk then klik create disk. Follow the instruction.
After you have the startup disk. boot your crashed OS with this disk. and when the computer show the A> prompt write "sys c:" (follow by enter).
After "System transfered" show. restart your PC, it will be running like before. Don't forget to remove the disk from disk drive. No need to reinstall your windows heh.
