You've got to be kidding me...

Skanking is from Jamaica, but is in reference to accentuating the off beat.  If you pay attention to almost any ska tune, you'll notice they'll pluck their guitars (or toot their horns) between the down beats.

As for the origination of the word itself?  No idea...

People were "doing the ska" in Jamaica.  It was similar to the twist, I guess.  When ska hit the UK, the punks mixed in.  The speed of punk made the movements a little less controlled, as did the aggression.  That's when the arm swings got wild and people kicked instead of taking little steps.

Skanking did originate in Jamaica but originally it was just a free-form way of dancing to the original ska seen in Jamaican dance halls until the British ska, punk and ska-core scene started using their way of dancing and made variations on it. The best demonstration of this was when Madness first came around at the late end of the punk scene.
