1. I am working as an auditor for a U.S. Government contractor (Medicare/Medicaid). Is my profession exempt from the HRR? Please advise which publications I can refer to to answer this question.

2. As a J-1 student (Now on academic training), I attended a private university which sponsored my exchange program. Thus, no outside funds were used for my institutional scholarship. In our visas, my wife (J-2) and I have notes stating that the 2-year rule doesn't apply. If answer to question 1 (above) is yes, does it mean that the HRR does not apply?
