I have recently rescued an older chi, she is around 6 years old, I am the third owner I know of.  She is doing VERY well adjusting to her new family.  Very loving and playful.  BUT NOT AT ALL house broken, we have taken her out side for up to an hour at a time even after meal time and she will not go outside.  Is she trainable?  Is there a better way to go about it, I have tries wee pads, paper etc... :0)
