i was charged with telecommunication harassment which is a 1st degree misdemenor in ohio. should i have received some written notice to this or is a police officer's verbel comment as not to make contact considered binding? and if i plead no contest due i get to mention my mitigating circumstances? and if i made contact by leaving a farewell message on the voicemail is this really considered harassment?

Gee. If someone of the opposite sex told you your jokes were in bad taste, and she/he was offended, and you continued, you could be charged with sexual harassment. Why would you want to continue to contact someone when they told you to STOP. You should take what is coming to you. Ignorance of the law is no excuse.
