Take your dog to the vet Now!  

Since chihuahuas are so close to the ground and have such large eyes in proportion to the rest of their heads, they can easily get grit and other substances in their eyes.

The odds are that something has irritated the eye, it needs to be flushed and perhaps medication applied to reduce swelling and help it heal.  Foreign objects in the eye can cause corneal scratches which can lead to infection.

Think of it this way, if you had an eye that was red and sore, how long would you wait until you went to the doctor?  Same for your companion animal, who is totally dependent upon you for his/her well-being.

It could be what they call a third eyelid. and sometimes you have to have it removed.
