Why is that some ink markers are water soluble while some are not? What are the components of ink? How do we make them in different colours?

Water vs solvent base inks is factored by surface of application, purpose of application, performance requirements -

Water base inks are preferred for the absence of any  health or environment issue -
Water base inks are limited in application to absorbent surfaces only -  
To mark on nonn absorbent surfaces you need to have a solvent that can carry an adhesive resin, and that will dry by evaporating and not absorption -

Whether or not a substance is soluble in water or not is due to the type of molecule that makes up the substance. If the molecule is ionic, or has what is known as a dipole (a concentration of electron density), then it will be soluble in water, which is polar. The other type of solvent, which does not have dipoles, and is therefore called non polar, is organic solvents, i.e. compounds containing lots of carbon molecules, like petrol, butane, and to some extent alcohol. If the ink contains polar molecules then it will probably be soluble in water (if it smells strongly, it is probably non-polar.)

Water base Ink .if i'dlike concept Water base Ink.Thank you

components of ink are
solvents ,coloring matter,mordant,adhesives,penetrants,scents,

inks can be made in different colors by using different substances or colouring matter

some  inks are soluble in water because of the substances used in them
