My little one has been having bright blood with mucus plain stools? Vet put her on hill's food but it didn't seem to help. Have had her to the vet 4 times and can't help her. Please help if you can. thank you.

Go To A Different Vet!!  NOW!!!

She may need to stay for a few days while tests are done and her diet is monitored.  Has she had an xray to determine whether she has eaten something that could cause irritation to the stomach, intestine or colon; such as a piece of wire, a staple, a sliver of bone, etc.?  Has she had her Parvovirus shot and/or been tested for Parvo?  Bloody stools is a classic symptom of this, and I'm sorry to say that Parvo is usually fatal.  

This is not something that should be left any longer than it already has.  Your baby could have something seriously wrong but this vet doesn't seem to be giving it the urgency it requires.

Different Vet Now!!!  Bright red blood is a very bad sign, and your vet doesn't seem to be giving it the urgency it deserves (in my opinion).

Has she had her Parvo shot and/or been tested for Parvovirus?  This is a symptom of Parvo, and unfortunately is usually fatal.

Has there been an xray to determine whether she may have eaten something that could be irritating her stomach intestines or colon?  It could be something as small as a twist-tie, staple or sliver of bone.

Has she possibly gotten hold of a stuffed animal with red fur or a piece of red fabric?  That could mimic the look of bright red blood, unless the doctor has done tests to determine that the feces really contains blood.

She may need to stay at the hospital for a few days while tests are done and her diet can be monitored.  It doesn't sound like she's eating much if all she is passing is mucus.

Take her to a different vet NOW (I know it's in all the other replies, but it cannot be stressed enough)
There are several things which could be wrong.  Parvo is one, but it could also be Coccidia, or Giardia.  Any of these three things will dehydrate a Chi in a matter of hours to the point where there is no saving her.  Parvo is usually fatal, but not always...I have a friend who just got her 3 pound Chi over parvo.  Coccidia and Giardia can usually be treated and is not always fatal, unless the dog dehydrates past the point of no return.
