Dear Sir: I have a question for my mother in law. I would appreciate for your answer. She is vietnamese age 66 now. She is an old person and does not speak Enghlish. She have been US permanent residence with her green card for 11 years now. Is there any way that she can be naturalized to US citizenship without taking the citizenship test? Thank you very much for your help!
