Well, it has something to do with the hot air and stuff, but why don't you go ask the oompa loompas, or their wisewomahn Giant Beard

develop over warm tropical ocens with sea temperatures above 25 degress celcius with a considerate depth of warm water - about 70m at least.  normally occur in autumn due to higher sea temps and 5 - 20 degrees north and south of equator but not nearer the equator due to no spin.  tropical storms move westwards spinning pole-ward and on reaching land there energyis dissipated.  take a look on http://news.bbc.co.uk/1/hi/sci/tech/4588149
