I have a shih tsu with a large growth about 1 1/2" diameter...

I have a shih tsu with a large growth about 1 1/2" diameter that looks like it is filled with water just above his paw. He is 14 yrs old so I do not want to have him put him under anesthetic.
Can I drain this safely on my own by bathing it with hydrogen peroxide, making a small cut to drain it and using an antibiotic ointment?

my dog is licking and scratching. She is on fle pills that work fine. Do shih tzu'shave sensitive skin and what can we do about it ? She is 11 years and 12 lbs.
