each time i switch on my water heater the fuse in the main fuse box blows.

Drain the tank, pull the element and check it with an ohmmeter for continuity and short to housing.  Replace element if burn out or shorted.  Consider checking the sacrificial anode too (if it's got one).

If that didn't make any sense to you: If the water heater is over 15 years old, get a new water heater.  If it's newer than that, call a plumber.
