I have practiced immigration law for 24 years: unless your J visa carries with it a two year foreign residence requirement (which, under certain circumstances can be waived) you should have no trouble becoming an F-1 visa holder.  The school issues the I-20, which is a sort of approval notice, which you can then submit to the US Embassy or Consulate in your country of residence in order to get the F-1 visa placed in your passport.  The school will require certain guarantees in terms of your attendance because of the new SEVIS requirements and employment is retstricted until after 9 months as a matriculated student and a demonstration of change in economic circumstances.  If you need further information, you can e-mail me directly at jgr@jurecare.com or call 212-752-7555, ext. 121.  Kind regards, Jennifer Ré
