can i know some of the e-journal universities and how they start its own e-journal?

Well first yo must have an internet accaunt, then subscribe from a local server such as an university or college that provide this particular service and a must you should be their student, but for me I'll do it by my own way, built a web page then by using a certain software, you may open your page to other surfer to interact, by sending and reciving such as education materials or sources. You also can published any materials that valuable to others for example an assignment of particular topic...
