can i know some of the e-journal universities and how they start its own e-journal?

Well first yo must have an internet accaunt, then subscribe from a local server such as an university or college that provide this particular service and a must you should be their student, but for me I'll do it by my own way, built a web page then by using a certain software, you may open your page to other surfer to interact, by sending and reciving such as education materials or sources.
