I married an American and live here now, but cannot get...

I married an American and live here now, but cannot get approval for my two children to immigrate. I found information that states that all I have to do is request temporary Visas from a US Consulate. But it doesn't specify if the request should go to the consulate in my country or the one in America. Does anyone know the answer to this question?
