What does the 12 stars on the flag of the European Union represent?

The twelve stars are probably taken from the Bible.  What is really happening is most likely the revival of the Holy Roman Empire.  It is the start of mixing the government and religion.  The end time one world government is being formed as we speak.  The explanation of the dream in Daniel is an explanation of the governments.  The last is the mixing of iron and clay.  That mix is most likely the government and religion of the Antichrist and the False Prophet.  The stars are likely taken from scripture. Rev. 12:1

Adopted by the Council of Europe on December 8, 1955, the blue flag with 12 stars became the flag of the European Union (EU) in an official ceremony in Brussels on May 26, 1986.
  
The flag, created under very specific guidelines, has 12 stars arranged in a circle, set against a background of sky blue. The 12 stars will remain on the flag, no matter how many countries join the European Union. This unchanging number symbolizes perfection and plenitude.
