Why does my outlet not work after running
my circular saw which started smoking from
cutting through wet treated 2x8s?  I changed
the fuse.

When cutting the 2x8 you caused the motor in the saw to pull more than 16-amps and doing so it blew the fuse or circuit breaker.  Just replace the fuse or reset the circuit breaker.
