We take our beagle swimming and they were about 6 months and a year old. They loved it once they felt safe in the water.

If you mean for leisure, I would allow the puppy to tell you if it ready, I would not force a dog to swim, this may traumatize it. If the puppy is showing a real interest in the pool (or what ever) and not just looking at it as he passes by, I would try allowing him EXTREMELY supervised exploration of the water, allow him to stand on the top step of the pool, or in the shallowest part of the water, is he seems okay, you can back off and just watch to see if he wants to, but is he shivers and locks up or tries to climb up you, he is not ready, so let him go. I would definitely say don't allow him to even THINK about jumping in until he is at least 3 and one half months if he is strong, healthy and active, never walk away from a swimming dog, even for a "second", it only takes 2 minutes to drown.
