I have a 1998 Dodge Caravan 2.4 (four cylinder). The so-called cooling fan relay is
actually a solid-state controller. You have to remove the battery, battery tray, air
cleaner filter box; it is screwed to the frame rail next to the radiator

On the 98, you can reach in through the front of the bumper cover. That way, you don't need to remove the battery, or other parts.

The controller is mounted to the drivers side frame rail right below the air filter housing with two screws with 8mm heads. You need to remove the entire air filter assembly, but not the battery tray as some have mentioned.

You may want to check the battery and battery tray for leakage because lots of important wiring is under there.

On my 2000 Caravan 2.4, it was located behind the drivers side headlamp under a plastic cover.  The original is riveted to the frame rail, so get your drill ready.  :o)
