My Brother-in-law lives in Fresno, CA. He has his own business and would like to bring his sister and her family to Fresno from India. His sister is an Iranian by birth, however, his brother-in-law is an East-Indian. My questions are:
1. Can my brother-in-law brings her sister to USA even though she is an Iranian by Birth and holds an Iranian birth certificate with Indian passport.
2. What is the process?
3. Can you recommend a good immigration lawyer in Fresno, CA.

You don't say what kind of business your Fresno brother-in-law owns or whether his sister holds a professional degree.  Depending on these (and the type of degree), employment-based immigration may be feasible.  If he is a U.S. citizen, he may also file an immigrant petition for her, but a sibling of a U.S. citizen is in the lowest preference category and there is a very, very long wait before a visa will become available.  I am an immigration attorney in Fresno.  If your brother-in-law would like to meet with me, he may email me at isabel@immigrationlaw.us.com or call me at (559)226-4223.
