My 89 Geo had the same problem. the manual says that pressure from the exhaust system actuated the modulator and controls the vacuum flow to the EGR valve. Well my modulator is actuated by vacuum and the port the connects at the bottom of the modulator sucks not blows. Yes, I put a vacuum guage on the line and as I increase engine speed the vacuum increases from the flow of exhaust gases. this is contrary to what is stated in the Factory Shop manual. So I turned the modulator 180 degrees, swapping the connections of the P and Q ports. After doing this I noticed that the diaphram on the EGR valve now moved as I increased engine rpms and held it at a steady speed. Up until now I had not seen any movement of the EGR valve diaphram when the vacuum lines were connected as indicated by the manual and the vacuum diagram under the hood. Now that the EGR valve is working correctly I suspect that the amount of NOx will be greatly reduced.

I was getting this fault, and ended up needing to replace the EGR Solenoid valve electrical connector... which was a pain to find.
