If I remove the catalytic converter on my 84 Vanagon will it increase my horse power? Or my gas milage?

yes, it wont be significant, but the removal or bypass of a catalytic converter will increase horsepower anywhere from 3 to 7 horses and though gas mileage is not known. form my own experience i have gained about 3 mpg city and 5 to 6 highway

OF COURSE YOUR HORSE POWER INCREASEYOUR OIL CONSUMPTION DECREASEYOUR EGSOS EMISSION WILL INCREASE AND IT WILL BE PROBLEM FOR EMISSION STANDARDS

I don't know but I just had a new one put on my van to pass smog and my car runs terrible.

Yes, it will free up some horsepower.. allowing the exhaust to exit the car with less resistance. Wont be a huge difference.. If your catalytic convertors are bad or damaged (clogged/poisoned) than it will make a large difference in gas mileage.

in the case of my car a 96 Mitsubishi eclipse gs-t it has been dyno tested to give the car 27.9 hp and around 6.2 lbs. of torque. I'm not real sure about the gas mileage though

yes and yes.  your vehicle will be louder (cool!) and throttle response will improve.  Tree huggers will scorn.  I highly recommend that you do it.
