I have the same problem with my Shih Tzu.  I have taken her to the vet for skin irritations.  It is quite normal in this breed.  My vet suggested to not feed human food and to feed food high in fatty acids Like Omega fatty acids.  He says it keeps their skin healthy.   Also try bathing your dog with a hypoallergenic shampoo.  Do not use human shampoos or conditioners.

Your dogs may have allergies.  Many dogs develope skin allergies to the environment and to food.  My dog had horrible skin breakouts and would bite at himself.  The vet change his food and put him on allery medicine and the problem was solved.  I give him one pill a day for the allergies, feed him special dry food and wash him with special shampoo every 10 days or when needed.  It has made all the difference.  Take your dogs to the vet and figure out what the deal is.

Our 6 month old did the same thing until we changed her food to vet recommended allergy formula... now, less itching.  Other shih tzu owners have told us that it is a habit that needs to be broken.  Hope this helps.

Yes, Shih tzus quite often have itching, even if they have no fleas. You can use mink oil available in a spray bottle, or add more omega oils to your dog's diet.

it may be because of allergies, thats what my puppy has. the vet told me that she may be highly allergic to fleas also, so avoid that as much as possible.

Oh, yes.  The itching and biting are driving me nuts.  I use Revolution for flea control, brush her daily, bath her weekly and the constant itching is making me consider giving her up.  Any advice out there?
The vet said scratching caused breaks in the skin and infection to set in.  He gives her antibiotics and it works for a while.  I cannot afford the vet visits and the antibiotics on a regular basis.  Thanks
