Have an overheating problem with my 1990 Plymouth Grand...

Have an overheating problem with my 1990 Plymouth Grand Voyager, 190,000 miles. Did the classic checks new radiator, new cap, new water pump, new thermostat, new hoses. Finally, pulled heads, neither head gasket was blown, but noticed 8 water jacket ports clogged on each gasket. Had heads cleaned pressure tested, valve seals installed, .007 milled on head surface and flushed the engine block. All this for the tune of about $800 along with dirty and cut up hands. Vehicle is still overheating. I am at wits end.
