Well I think it will end in tears for you if you persue a relationship with this girl she is clearly in love with someone else and unfortunately you have to give her space and let her feelings for you if any develop naturally... I say this as both a woman and psychologist. Good Luck.

you need her...so why don't you make her to need you too... she tells she's in love with someone? well..you know all those handsome guys, all those cars and money...is not really main...for a girl guys like these will be not stable, they'll change time by time, one an other... but there always will be a guy who will be close to her.. main is to understand her....think out the problems she has...what she thinks... everyone in this world are feeling alone, that's why they play a love game...so prove her that she's not alone... be close to her, become her real friend..and soon she'll be in love with you.... good luck :)
