can I use #12 strand thhn for under counter lights that run at 12 volts ? this 12 strand would go thru the walls of the house.

wire ampacity depends mostly on two things,the kind of insulation and size. number twelve thhn wire is good for 600 volts,and twenty amps.

no you cannot you must follow art 300
