Creating PC video games is an extremely vast subject, and there are many different approaches. To build very simple games, very quickly, programs such as Macromedia Flash or Director would allow you to draw your sprites (the moving images) and animate them, create interfaces and buttons, and add sounds - these programs also allow you to export your newly created game in differing formats that can be played on many different PC platforms (Linux, Windows, MacOS, or HTML/Browsers). What is considered the "best" way to develop PC Video Games would be to learn a high-level programming language like C or C++. You would also need to learn the programming conventions like Object Orientated methodologies, libraries and hardware integration. And it also depends on specifically _what_ you're wanting to learn and build in relation to a PC Video Game - 2D or 3D? If 3D then DirectX for Windows only platforms or OpenGL for multi-platform, and so on. There are a great deal of programming tutorials out there, just try google for "C++" or "C plus plus", and also try looking for "Open Source Game Development" or "Game Development Tutorials". It's a very VAST subject! Also, which colleges/universities to go to is another tough question. This depends on your location; your willingness to travel; their computing department; the course contents; the courses affiliations etc.

Try here, http://www.gamels.com. It has links to a lot of game development Websites. As for colleges, there arn't many that specialize in Game Design/Programming. It might be best to enroll on an ordinary programming course to learn the fundamentals, then learn OpenGL/Game Programming in your own time. Hope this helps.

i have found a book called SAMS Teach yourself Game Programming in 24 Hours. I believe it was effective, and it teaches C++. As for the college, there is a college in Arizona called University of Advancing Technology who's main focus is teaching students game design and programming.

Depending on your level of experience I would reccomend gamemaker for begginers. If that is to easy of a program you can try DarkBasic this is the best game and cartoon maker out there, it requires the knowledge of scripts and events, so it can be difficult.
