If you mean in colosseum, you won't be seeing her till after you beat Ein the great. Go Ein. Then you go to Realgam tower and you then go straight from the first room to the pokemon center, then turn left w/out talking to the old guy. Go up, then beat the peon girl and there stands none other than Lady Venus.
