can a chocolate lab have a "block" or larger, squarer head like some of the yellow labs can?

The Block head is a sign of an English Lab rather than an American Lab.

Yes, English style labradors often have very blocky heads and stouter bodies than field bred labradors.

Labs will differ if they are from the English Labrador retriever or the American standard/feild body style. My lab is a cross of both of these with a beautiful blocky head.
