changing ISR for built-in device

What if I want to change the interrupt routine for a built-in device- let say mouse – “when ever the user move the mouse "good morning" appear” can I use it in windows NT if I have an administrator account. I don't know if there is any hole in the system that i can go through it like the system registry..

replace the mouse ISR with your own interrupt .you can write it in c, make it a TSR.
I do not know about the internals  of WinNT.
