I am involved in a project where I will be delivering voice, data and audio visual over a structured cabling system, space in dry risers is limited. Will cat5 accomodate this if so would I need to look at peripheral equipment to deliver the audio visual which will be in a cable TV type of configuration with approx 20 channels available

could use more info, however you should run cat5e or cat6 if possible, also you should run RG-6 or RG-59 depending on equipment used, allthough you can use cat5e for audio visual.
